City Ville Guide

1 - Political Status
The United States of America have a democratic government (a multi-party democracy).
They form a federal parliamentary republic. There are 50 states, including Alaska and Hawaii, the District of Columbia and the Puerto Rican territories, the Virgin Islands, the Pacific Islands (Mariannes, Carolines, Marshall), American Samoa and the Panama Canal zone. Each state is administered by a Governor.

The President and the Vice President are pre-selected in the primary elections which are followed by the party conventions.

The President holds executive power for 4 years. He can be re-elected once.
He can choose his ministers. Power is shared between the President, the Vice President, the Secretaries of State and the Supreme Court.

The House of Representatives has 435 members who are elected for 2 years in a general election.
The Senate is composed of 100 members elected by general election for six years and renewable every three years.

Historical Outline :

1607 : James Ist claims the lands of North Carolina and Maine for the English throne.
1614 : The 'New Holland' Company is founded. The island of Manhattan is bought by Peter Minuit for 60 florins (guilders) in 1626.
1620 : the arrival of the Mayflower, the foundation of Plymouth.
1670-1690 : The Mississippi region is opened up.
5.09.1774 : The Philadelphia Congress, the Declaration of Rights.
1773-1783 : The War of Independance
1789-1797 : George Washington becomes the first President of the United States.

2 - Geographical situation  

 

The total surface of the USA (9,363,123 square kilometers) makes it the 4th biggest country in the world. It is 7 times the size of France. To the north there is a common boundary with Canada covering 6,415 kms; and to the south the Mexican border is 3,115 kms long.

There are two main mountain ranges : the Appalachians in the east, (the blue mountains) and the Rockies in the west.

A central plain lies between the two mountain chains and stretches from the Great Lakes to the Mexican Gulf. This central plain has a surface of
approx. 2,800,000 square kms and an average altitude of 250 m above sea level (apart from the Ozark and the Ouachita mountains). The prairies stretch to Canada.

To the west there are more high plains at an altitude of over 1,000 m.
The average density of the population is 28 inhabitants to a square kilometer.

The main regions :
- New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont). It is the cradle of American civilization.
- The South East (Florida, Georgia, North and South Carolina, Puerto Rico, the US Virgin Islands).
- The heart of America (Arkansas, Kansas, Oklahoma, Missouri).
- The historical country of Washington (Delaware, District of Columbia, Maryland, Virginia, West Virginia).

Population : 12 million inhabitants
Capital : Philidelphia, 5 million inhabitants; situated on the Delaware River;
other towns : Pittsburgh (2,400,000 inhabitants) and Allentown (700,000 inhabitants).
The French are well implanted in Pennsylvania (60 subsidiaries specialized in extremely varied activities : chemical, energy, pharmaceutical, food industries, metallurgy, general equipment, water purifying, consultancy, studies and engineering, consumer goods).
The cost of setting up in Philadelphia is less high than in New York and the exploitation charges are relatively low (real estate).

The attraction of the pharmaceutical sector is due to the presence of major laboratories (Wyeth Ayerst, Sterling Drug). (Contact the Franco-American Chamber of Commerce.) There are 31 high schools and universities in the region.

Philadelphia is the birth place of Pearl Buck and Grace Kelly. Its industry is more diversified than Detroit's.
Reputed for its industrial development, Philadelphia accomodates leading companies like Rhône-Poulenc, Rorer, Smith Kline Beecham, Du Pont Merck; its universities have 6 medical faculties and 24 university hospital centres. The medical research centres employ 13% of the population.

The new Convention Centre cost $522 million and enables exhibitions and congresses to be organized. "Philly" is also reputed for its numerous wonderful museums, amongst which there is the Philadelphia Museum of Art.

The State of New York (East)
Population : 18 million inhabitants.
Capital : Albany,882,000 inhabitants; other towns : New York, 8,600,000 inhabitants, Buffalo, 1,200,000 inhabitants.
Climate : The summers are hot, humid and stormy. You can swim on Long Island from July or August. The weather is pleasant from mid-September to November when it is hot and sunny, on the other hand the winter is tough and very cold with a lot of snow.

New Jersey (East coast)
Because of the cost of living and the economic crisis of the 80s a lot of companies which would have liked to establish themselves in New York went instead to New Jersey (opposite the island of New York to the north) and to Connecticut (to the west).
In New York there are 17,442 French people registered (1/3 of the French community in the USA).
In New Jersey there are several French service companies; consumer goods companies; food processing companies; equipment producing companies.
New Jersey favours investments. It is very advanced in the phamaceutical , chemical and petro-chemical high tech sectors.
The 'Urban Enterprise Zone Program' (a tax shelter program) and the 'Free Trade Zone' encourage the implantation of foreign companies.
The climate is similar to that of New York, it is cold and humid in winter, hot in summer.

Connecticut (East)
There are three principal maritime ports : New Haven, Bridgeport and New London. The income per person per year is $26,000. The strongest sectors are insurances, finance and industry.
Aircraft engines and nuclear submarines are constructed here; the state has a leading metal transformation industry.
The capital of Connecticut is Hartford.
Connecticut is known for its scientists (engineers), its highly skilled work force and its universities (Yale).
Climate : the winters are cold, autumn and spring are mild, summers hot and humid.
New England : Maine, Massachussetts, New Hampshire, Rhode Island, Vermont
New England is situated between Canada and the Atlantic Ocean.
It has a continental, maritime climate, severe in winter. Autumn, a particularly pleasant season is well known for its remarkable Indian summer, which only lasts a few days.

The State of Maine (the Pine Tree State) has a population of 1,228,000 . The capital is Augusta (21,000 inhabitants). The other main towns are Portland
(64,300 inhabitants), Lewiston (40,000) and Bangor (33,000).
Massachusetts (Bay State) has a population of 6 million. It's capital is Boston, (575,000 inhabitants) the other towns are Worcester, Springfield, Lowell, Wambridge, Fall River. There is a lot of industry. The very famous MIT, the Massachusetts Institute of Technology, is situated in Boston.

Boston is the main port on the East coast and a centre for graduates formed at Harvard, Boston College or the MIT. There are many scientists, engineers and a highly skilled work force. The Massachusetts Software Council is located here, it is a private organization which groups 2000 companies specialized in data processing. Several executives have founded their own software companies.

Cybernetics, particularly Internet are omnipresent in Boston. The high-growth sectors are medical research, bio-technology, multimedia and telecommunications.
The Massachusetts Interactive Media Council (MIMC) has recently been created, grouping 3000 companies which are active on Internet, and in the domain of CD Rom, electronic games etc...

New Hampshire (the Granite State) has a population of 1,110,000. Concord, which is the capital has 36,000 inhabitants. Other big towns are Manchester, Nashua, Portsmouth.
Rhode Island (Ocean State) has about a million inhabitants; its capital is Providence with 160,000 inhabitants. The other towns are Warwick, Pawtucket, Grantson.

Vermont (Green Mountain State) has a population of 562,000. Its capital is Montpellier
with 8,200 inhabitants, other towns are Burlington, Rutland, Barre and Stowe.

Seat of the Federal capital since 1790.

A charming classy town designed by a French man, Pierre Charles Lenfant in 1791, with wide avenues, no sky scrapers and lots of greenery. Unfortunately the criminal rate is extremely high and there is a pronounced racial problem.
The White House, the Capitol, the Supreme Court and approx. 5000 associations are all established here. The French are very present in Washington, theFrench Embassy employs 400 people there and in the consular district there are 800 people registered.
Budget : An expatriate on his own must anticipate a budget of $2100 a month, a couple $2940 a month, a couple with 2 children $4410.

There are 1800 data processing and high technology companies installed in the region. The standard of living is very high (3rd after New York and San Francisco). There are many army purchasing centres. French companies include Aerospatiale, Arianespace, Air France, Thomson Electronique, Rhone-Poulenc.

Maryland
Population 4.800.000 habitants.
Population : 4,800,000.
The capital is Annapolis with 33,000 inhabitants. Other towns are Baltimore, Silver Springs, Colombia. The economy in Maryland is based on cereals, stock breeding, technology, industry and service industries.

In all 80 French subsiduaries are established in Maryland : Labo Boiron, St Gobain, Pechiney-Ugine-Kuhlmann, Matra, Renault industrial vehicules, Michelin, Leclerc, Cogema.

Illinois
Centrally situated in the Great Lakes region on the Michigan. There are
11,600,000 inhabitants; the capital is Springfield (100,000).

Chicago (the word originally comes from : chegagou, a wild onion in Indian) seven million inhabitants; 3rd biggest town in the USA after New York and Los Angeles. It has the biggest airport in the world.

The climate is temperate to cold (summer 32°C - autumn 15°C - winter -15°C)

Rockford, Peoria.

Michigan

Population : 9,400,000 inhabitants.
Capital : Lansing 927,000 inhabitants.
Other main towns : Detroit, 1 million inhabitants (4.5 million counting the surrounding areas) is a huge industrial centre; Grand Rapids (190,000)

The State is highly industrialized.
The large central plains have a continental sunny climate with very cold and windy winters (blizzards).


Ohio
Bordered on the north by Lake Erie.
Population : 10,900,000.
Capital : Columbus with 1,380,000 inhabitants.
Other big towns : Cleveland, Cincinnati, Toledo, Dayton.
It is an industrial and agricultural state.
(Michigan, Ohio and eastern Virginia were initially occupied by the French, then by the
English in the 17th century.)

Cincinnati is one of the rare American towns which has old buildings in the neo-classical style built between 1870 and 1920; the Basilica of the Assumption (1894) is directly inspired by Notre-Dame in Paris and has magnificent mosaics imported from Venice and the biggest stained glass window in the world. The Carew Tower, with its 190 meter high observatory dates from 1930.

The town has 34 private golf clubs, 60 public gardens, green areas, sports grounds, more than 600 clubs and associations, about a hundred museums and art galleries, an orchestra, a ballet and an opera.

In the industrial sector Cincinnati accomodates General Electric, Procter and Gamble, AK Steel, Ford, Delta Air Lines, AT&T, Bell Telecommunications, Thriftway. Nearly 150 non-American companies are implanted in Cincinnati : 49 Japanese firms, 29 German, 28 British, 9 Canadian, 7 Swiss, 6 French (Snecma, Bull, 3G, Bertrand Faure Automobile).

Situated near the confluence of the Mississippi and the Missouri.

Minnesota
The name comes from the Sioux language and means "country of sky-coloured water".

Texas
Called the Lone Star State
Population : 19,000,000
Capital : Austin (490,000)

Texas is the second state to join the Union in 1845. The symbol of the State is the Eagle. Economically, it has an important world petrol and natural gas production, grows cotton, rice, sorghum and is a large livestock producer.

There are a million visitors a year, the NASA is established there as are the headquarters of Compaq and the Texas Medical Centre. There is the lowest rate of criminality and the lowest unemployment in the USA.

About 5000 French were registered in January 1995 and approx. 60 French companies (Elf, Total, Rhône-Poulenc, Vallourec, Air Liquide, Schlumberger).

To live in Texas you need a salary of about $1700 per month per person, $2500 for a couple, $3500 for a couple with two children.

George Bush and James Baker are from Houston.
Since a few years the border commerce is prosperous due to customs duty exemptions. There are no income taxes in Texas, nor taxes on profit and local taxes are very low.

Leisure : The town has several museums, such as the Mesnil Foundation and the Fine Arts Museum.

Situated on the edge of the Gulf of Mexico it is made up of marshlands and low plains.
Population : 4,300,000 inhabitants of which 200,000 are French speaking.
Capital : Baton Rouge (545,000)
Other big towns : New Orleans, on the Mississippi (1,250,000), Lake Charles, Shreveport.
Economically dependent on petrol, gas and agriculture.

Georgia
Population : 6,800,000
Capital : Atlanta (3,500,000)
An economy based on industry, textiles, agro-alimentation, equipment.
Atlanta, since the death of Martin Luther King in 1968, has managed to keep a
remarkable racial harmony; in the Martin Luther King Centre there is the only existing library entirely devoted to black culture.

It is highly reputed for holding conventions and congresses, an activity which brings in a billion dollars a year.

In 1996 the Olympic Games gave rise to supplementary spending : the main avenues were adjusted for pedestrians (at a cost of 60 million dollars); a Centennial Park was created (50 million dollars); universities and colleges were renovated. The Games brought in 5.1 billion dollars to the region.

It is the most popular holiday resort for Americans and Canadians looking for a bit of sun during the winter. The climate is sub-tropical. The best known attractions are Disney World, Orlando, Daytona Beach, in the centre, Miami, Fort Lauderdale, the Everglades (alligators and snakes) in the south east, Jacksonville to St Augustine in the north east. The best beaches are in the north west of Florida (Pensacola, Fort Walton Beach, Panama City).

Miami : direct flights from France (10h30 flight time). Time difference -6 hrs. International airport at 20 minutes from South Beach ($20).
Miami is to be recommended for holiday makers and pensioners all the year round. More and more cinema stars are leaving Beverly Hills to settle in Miami. The cinema industry has generated 500 million dollars in 1995, 17 films have been made for TV and cinema.

When you visit the USA you could visit the famous Grand Canyon National Park, where there are plenty of campings. The number of visitors is in constant increase (2 - 5 million).

California

The GDP is 800 billion dollars (32.5 million inhabitants). Known for its role as a development centre in electronics and data processing (Silicon Valley), leader in the domain of multimedia and bio-technology, in spite of natural disasters like earthquakes. A high quota of Mexican and oriental immigration.

However, between 1990 and 1993, 520,000 people lost their jobs.
The reasons for this were that the Federal Government engaged in economies to reduce military expenditure and at the same there was a crisis in the civil aeronautic industry (McDonnell Douglas).

But things have picked up again. Household incomes are rising. Californian universities have a strong reputation in research.
Industries are being renewed (the leisure industry, using new technologies).

The markets of semi-conductors and computer networks (Internet, to cite the best known) has enabled Silicon Valley to take off again and to reemploy
50,000 people, after knocking off 40,000 between 1986 and 1992.

Cinema and multimedia are the same industry and the first feature film in virtual images has just been commercialized.
Hundreds of French people have gone to work in Silicon Valley, particularly for Hewlett-Packard and Intel, the biggest companies. NEC is busy investing 5 billion Francs in California. All this makes the prices of real estate and services go up. Samsung, the Korean company, has just established its first North American factory.

Phoenix is known for its sunny weather throughout the year and for this reason, as well as the fact that the crime rate is fairly low, a lot of pensioners and holidaymakers are attracted to it.

More than 2.3 million inhabitants are settled in a rectangle of 75 kms x 50 kms. In 1994 the growth in the building industry was 13%, 5% in the service sector and 2% in industry.

Tourism is growing (5% a year), and recently, in 1988, the town of Phoenix entirely renewed its town centre : park, renovated theatre, new townhall, two shopping centres and restaurants.
Hotels : Ritz Carlton (281 rooms), Holiday Inn Crown Plaza (532 rooms), Hyatt Regency (711 rooms).
Around Phoenix you can discover the Indian collections (Heard Museum), the Desert Botanical Garden, the South Mountain Park, and the Grand Canyon which is 5 hrs drive away.

Alaska
Population : 580,000
Capital : Jumeau (23,000)
Situated to the north west of Canada, it is separated from the rest of the USA by Canada. A mountainous and volcanic territory (Mt MacKinley 6168 m), covered in forests.
Industry : fishing, petrol, natural gas.

Puerto Rico
Situated to the east of Haïti. Tropical climate. Population 3,300,000.
Capital : San Juan (600,000).
Other towns : Ponce (200,000), Mayaguez (100,000).
Industry : pharmaceutical products

Hawaii
Capitale : Honolulu (870.000 habitants). Autres villes : Kailua, Hilo, Pearl City.
The State of Hawaii is made up of 124 islands ,8 of which are inhabited.

3 - Economy & StatisticsOver the past three years the American economy has distiguished itself by its constant growth; the USA is in 4th position on the list of the 25 richest countries in the OECD. The unemployment rate is falling, the rate at the moment (NAIRU, Non Accelerating Inflation Rate of Unemployment) (5.1%) is the lowest since 1989 (4%). For example, in February 1996, 624,000 jobs were created. In March 1996 140,000 jobs were created. 
A system of minimal salary fixes the rate at 21.45 Frs an hour (4.25 dollars). The work time is 35 hours a week. The GDP has progressed by 2% since the beginning of the year.

Foreign trade plays a very important role in the American economy. Among the countries which profit from it are Latin America, Mexico, Canada and China.

4 - Agriculture
The American agriculture is the foremost in the world.
The USA has an enormous production capacity in cereals, at fairly low prices.

5 - Industry
The United States are the second mining power in the world. Numerous minerals are extracted (coal, uranium, iron), mostly used in the fabrication of steel (US Steel, Bethlehem Steel, Finkl).

The country is dependent on its petrol and its natural gas. In 1995 326 million tons of petrol was extracted (3rd production in the world), 530 billion cubic meters of natural gas.

Numerous companies are involved in machine and motor vehicle production, this sector represents 31% of the national industrial added value.
